In 2003, 4'9" Cau Bich Tran was murdered in her own kitchen by a cop who claimed she had a meat cleaver. It turned out to be a vegetable peeler with a 6" blade. A witness testified that cop shot victim within three seconds of entering her home through the kitchen door. He said it was five to seven seconds. Cop was not indicted.

The reason cop came in the first place was because a neighbor called to complain that two young children were playing unattended outside victim's home. A second call reported that victim may have been arguing with her boyfriend inside their house. When cop arrived, the kids had come back inside and there was no argument.

In Vietnam, cops are hated because they're always stopping people on their motorbikes to shake them down for a phantom infraction. Only after forking over a few bills will you be allowed to proceed.
