Rent-a-cop locking door for the night, to keep the homeless out. This inside, outside policy also ensures the paying customers stay docile, for if they complain too loudly about their bus being delayed for eight hours, for example, they can, well, sleep outside too.

Homeless man inside bus terminal for warmth and to use its bathroom. He would give himself a sponge bath, but with a rag, inside a toilet stall. Each night, all of the homeless are kicked out of this station.
