The US consulate in Saigon is also a fortress with native guards zealously protecting it who cordon off the whole city block not allowing anyone to come close, not even to walk on the sidewalks around the compound. Across the street, rain or shine, are always swarms of hopeful people camping out on the ground lying and squatting like unwashed refugees with documents in their hands waiting for a signal to go through the gate for an "interview" for a tourist visa or whatever it is that may send them on their way to fulfill their wet American dream -- a sorry sight.
