I'm not 100% sure but I think these are Chinese tourists. In any case, they're flooding back into Thailand, now that Xi's Zero-COVID policy has been lifted. With Chinese New Year coming up, they also have time off from work to travel. Some Bangkok hotels are booked for weeks in advance, mostly with Chinese tourists.
1/13/23 update: these were not Chinese tourists, since the first batch of such tourists only arrived roughly 12 hours after this photo was taken.

Thailand brought back proof of vaccination for everyone...they couldn't "discriminate" Chinese travelers, so they had to make it a blanket rule for everyone. You slipped in right before the restrictions came back as of today. Hopefully Vietnam doesn't bring back proof of vaccination entry requirements.
They can fuck with you anytime they want and there's nothing you can do about it.
