These quarantines have the feeling of a great leap forward tool melting and bird killing sort of stupidity.
Everyone (except the entire Chinese population, Ron Unz and the ditzy girl in the video) knows that it's a bad idea that won't work, but since it makes leaders look like they're "doing something" they just continue with the plan regardless of the consequences. All the suffering is great for propagandists who can sell it as the costs of the nation unifying against a catastrophe.
I'm bearish on China. Manufacturing capacity can eventually return to the west, but nothing can cure this form of habitual self sabotage.
