I've eaten excellent Saigon styled pho across from the street from the joint shown in this photo. This place is also regularly busy, so it must be pretty good too. There are pho restaurants all over the center of Phnom Penh, and they all seem to be doing well.

P.S. I had a lousy bowl of pho at Bun Cha Deli, but their bun cha is pretty good.
