This is how Americans behave in the (Asian) countries they occupy. They think they can do shit like this with impunity and the occupied Japanese are too spineless and too coward to kick them out of the country. Once I was in Seoul and walked past a bar frequented by American troops and on the door was a sign that said "No Koreans allowed".
