People struggling to come up with the money for paying the heating bill, because they either have no job or one that does not sustain life. And above, the great illusion of a glorious, honourable military that appeals to the values of a totalitarian state: Conformity, pride and patriotism. It doesn't matter whether people fail to make ends meet, so long as the Empire appears invincible and still can hoist the flag on a pile of rubble.
