In Busan, some people simply buy garlic from a nearby market, peel the cloves and sell them on sidewalks. There's a Vietnamese proverb, "Buy from one end of the market, sell at the other end."
In Japan, you no longer see this sort of commerce, but it will reappear soon. We're entering a global economic depression.
