Elmwood used to be primarily Polish, Irish and Italian, but is now predominantly black. When this shift started in the mid 80's, there was quite a bit of racial tension. Now, there are also many Western African and Vietnamese immigrants here. Walking around yesterday, I noticed several Liberian grocery stores and restaurants.
