Immigrants were "given" loans for properties they could never pay back on - Catalonia, Andalusia, etc. Foreclosed on and tossed out, probably with a bit of suprise since they're still on the hook. Like the US, it wasn't just immigrants, lest the mob would be called discriminatory in a way the public could understand, rather then fraudulent or criminal in a way they couldn't as easily understand.
