These rules are preposterous, since it's almost inevitable that you'll touch other passengers inside a routinely packed taxi van. It takes 45 minutes to go from Khayelitsha to downtown for a job, so your average worker will have plenty of contact with surfaces and other passengers at least 12 times a week.
