The bột chiên lady. She just won 100,000 dongs on a 10,000 dong lottery ticket. Sounds like a lot, but 100,000 dongs only equal $4.28!
For a fancy plate of bột chiên, that is, with an egg, she only charges 64 cents, but just ten yards away, you can get a plate of rice with pork chop for only 86 cents.
How many lottery tickets did she have to buy to win $4.28? It makes no sense, but there is definitely a correlation between poverty and susceptibility to lottery tickets. In the States, too, I knew so many people who spent way too much of their tiny incomes on lottery tickets.

I knew a guy who kept a record of winning lottery numbers in a little notebook. Every week (or is it month – I don’t know how often the lottery takes place) he consulted his records to make sure his current choice wasn’t among them, because "by the law of averages any of those numbers would be less likely to turn up.”
He died without winning, but maybe he was getting close. :=)
