Istok is Belgrade's only Vietnamese restaurant. There are also some Thai dishes on its menu. The pho I had was pretty good. The Serbian waiter and bartender were super friendly, but the Thai owner was aloof. It is very elegantly appointed, much more so than 99% of Vietnamese restaurants worldwide.
Within the last 40 years or so, many ethnic dishes have become available in just about every city. Wherever you go, you can pretty much expect to find sushi, burritos, pad thai or pho, etc. As with so much else, this is winding down. We're already past peak cosmopolitanism.

San Francisco passed 'peak cosmopolitism' a few years back - it's happening all over usausa and our cities look more like Potemkim villages - there's no there to be seen there
