This scene and scenes similar that put on display the poverty of the people is what makes Vietnam so exotic and thus attractive to visitors from the affluent places. Is there a conspiracy to keep this country and similar countries forever in the "developing" stage? Or they can't grow out of the developing phase because of the harsh tropical climate?
Vietnam has improved economically year by year since around 1990. Yes, there's still extreme poverty, but it's nothing like even twenty years ago. Even during the last two years of Covid hysteria, the economy was still growing.
Singapore's climate is even harsher, but it's affluent. Malaysia is doing pretty well, too.
