Not unusually it's actually called "new market", psar thmei, whereas "central market" is near the riverside and called psar kandal. Also, you can catch a mini bus/taxi near that hotel to visit me in Sihanoukville, a chinese ghost city.
Though it's colloquially called Psar Thmei, as you say, it's still listed as Central Market everywhere I've searched, so that's still its official name, at least in English.
