Anywhere people get rich without having to actually work/perform/produce you will find dodgy resumes, padded trancripts, fluffy letters of reference, inflated egos, and vigorous back patting. The non-profit world is planet Nepotism. Mediocrity is what you get when the bottom line is ignored. As you are seeing in Maui, the Police Chief wasn't hired on merit. He's incompetent.
