Orlando's neighbor had an unlicensed garage. Fixing cars, he often kept their engines running, sending smoke all over the block, but especially Orlando's house, making him, his wife and his children sick. Orlando complained to this man several times, but encountered only hostility in return, so he finally called License & Inspection. Out of business, this neighbor retaliated by wrecking Orlando's wheelchair.
