Thai restaurant owned by a Vietnamese. This is clear from 1) no portrait of the Thai king 2) a shrine to the Lord of Wealth and Lord of the Soil that's present in nearly every non-Christian Vietnamese home or business.

English names have become common at Vietnamese businesses, though, especially at fancier places.
There's a wine shop here called Amy's Winehouse. I doubt anyone there is named Amy!
Soon some mind-fucked moron will petition the rulers to request English be made the national language of Vietnam.
